Wagar discusses the foundation and organization of public Wiccan Temples and issues involved in selecting and training both lay leaders and clergy. Areas covered include matters of theology, recruiting and retaining members, bylaws and organizational details, specific details of training, and others. Wagar has been a Wiccan High Priest since 1985 and involved in public groups of one sort or another for most of that time - he founded a Pagan pacifist network, a national Wiccan church, a provincial Wiccan church, a religious retreat and several covens. He has an MA in History from Simon Fraser University and a number of academic publications. This book is practical, based on considerable experience, but based as well in academic research into exchange theory (Stark) and practice theories of ritual (Bell).
